It was inhuman, how hospital centers practically threw the helpless poor out into Skid Row, refusing to take them in. And now it is repulsive and outrageous to know that these same hospitals also squeezed payments from Medi-Cal and Medicare for the indigent people they had abandoned on the street.
In the case involving the City of Angels Medical Center, the Los Angeles Metropolitan Medical Center and the Tustin Hospital and Medical Center, it is alleged that, together with the director of a shelter for the homeless, they selected indigents who met requirements for getting medical benefits through Medicare or Medi-Cal in order to perform unnecessary treatments.
The scam, which apparently was going on for several years, was uncovered by accident by authorities who were investigating mistreatment of indigents by the hospitals.
Over and above the cruelty of exploiting the needs and vulnerability of the indigents, the case is an example of abuse by service providers for a program created to bring medical care to the poorest members of our society.
What is ironic is that this very program is the one to suffer budget cutbacks whenever there is a crisis, and is the first to have its payments delayed in times of stagnation in Sacramento, as now.
We believe the best way to save money is to maintain a careful watch over the disbursement of payments to avoid these costly scams. It is better to keep a sharp eye on unscrupulous operators who take advantage of the system than to leave people without medical care.
