Measure R is an ambitious proposal to improve the public transportation system in Los Angeles County. Neither the project nor the process followed for its proposal satisfies all stakeholders, but its scope is sufficient to have a long-term positive impact.
The measure basically asks voters to authorize a half-cent increase in the county sales tax for 30 years in order to fund public transportation projects.
The package of projects ranges from highway improvements to the construction and expansion of the Metro, from street repairs to the expansion of bus service. The intent has been to build a political consensus covering all aspects of public transportation, although it leans more toward rail than the flexibility offered by buses.
The measure also guarantees that there will be no fare hikes for at least one year, leaving open the possibility of future increases, since it is estimated that there will not be sufficient funds for the growth and operation of the public transportation system. Whether now is the right economic time to raise taxes is also a debatable point.
Nevertheless, expanding this service is an urgent matter, as the region’s demographic growth is leading to more traffic and pollution. At the same time, investment in these kinds of public works will help the local economy.
In short, the initiative is not perfect, but it covers a number of areas that are essential for having a good public transportation system. Vote YES on Measure R!
